1.    Definition and Scope of Application
a)    Definition
CyberPCB: Refers to the CyberPCB website (domain name: CyberPCB.com) and the CyberPCB client-side application.
CyberPCB service supplier: Refers to ShangHai Pangolin Electronics Co., Ltd., the internet information and software technology service provider for CyberPCB.
Personal Information: Refers to all kinds of electronically recorded information or information in other forms that can be used alone or in combination with other information to identify a specific individual or reflect the activities of a specific individual.
Personal sensitive information: Refers to personal information that includes ID card numbers, personal biometric information, bank account numbers, property information, location tracking, transaction information, and information of children under 14 years old (inclusive). Sensitive personal information will be clearly marked in bold in this Privacy Policy.
Delete personal information: Refers to the process of permanently removing personal information from the systems involved in our daily business operations, making it unrecoverable and inaccessible.
Unless otherwise specified, the definitions used in this policy have the same meanings as those in the Terms of Service.

b)    Scope of Application
This policy applies to all products and services provided by CyberPCB service suppliers through websites, client-side applications, mini-programs, and other new forms that may emerge with technological advancements in the future. If CyberPCB or its affiliated companies provide products or services that do not have an independent privacy policy (e.g., logging into a CyberPCB platform account), this policy will also apply to those products or services. If we or our affiliates have separate privacy policies for specific products or services, those corresponding privacy policies will apply.

Please note that this policy does not apply to any services provided by third parties, except for activities involving information collection as mentioned in this Policy. For other services, the privacy policy and personal information collection and use rules specified by sellers will apply. For example, when you become a member of a supplier or brand, the use of your member information by the supplier or brand will be governed by the rules specifically provided to you, including marketing activities.

 

2.    How we collect and use your information
In general, we collect and use your personal information to provide, improve, and develop our products and services, communicate with you, offer personalized advertising and services, and ensure the protection of both our company and our customers.

a)    Providing, improving, and developing our products and services

b)    Communication

When you successfully place and ship an order, we will send you an email confirmation. If there are any issues that may impact our ability to fulfill your order, we may also reach out to you to address the problem.

If we become aware of any privacy breaches affecting your personal information, we will make reasonable efforts to notify you. For example, if we discover that a customer's login credentials have been compromised on another website, or if we are obligated to disclose information to law enforcement authorities. Occasionally, we may send you unsolicited promotional emails to inform you about certain aspects of our website, products, or services.

 

3.    Help you become a member and manage your account
a)    Basic membership services
To use our services, you need to create a CyberPCB account. During the registration process, we will ask you to provide at least your email address, desired membership name, and password. If you choose not to provide this information, you can still browse and search our website, but you won't be able to register an account.
To ensure personalized service, we may verify your identity based on the information you provide. In certain situations required by law (such as tax withholding, administrative enforcement, or legal proceedings), we may need to confirm your membership status. By creating a CyberPCB account, you authorize us to access relevant account information for these purposes.
Based on your usage of the platform and our account grading rules, we will assign you a membership grade and provide you with corresponding basic privileges.

b)    Additional membership services
Special membership benefits: If you choose to provide optional personal information such as your real name, gender, date of birth, address, nickname, and profile picture, we can offer you more personalized membership services, such as birthday privileges. If you provide a nickname and profile picture, they will be publicly displayed.
Authorized login: With your consent, we may share your account information (profile picture, nickname, etc.) with third-party platforms, allowing you to easily register or log in using those accounts. Additionally, we may obtain your information from third-party platforms with your authorization and link it to your CyberPCB account, enabling you to directly access our products and/or services through those platforms. We will only use the information within the scope of your authorization and consent.

Other member role services: If you apply to become a seller, service provider, or fulfill other special member roles, you will need to provide us with identification and/or business information. Alternatively, you may authorize us to obtain the necessary certification information on your behalf. This is done to verify your identity and qualifications for specific member roles. The details and purpose of this information will be clearly communicated to you.

If you already have a CyberPCB account, your personal information (excluding real-person authentication results) may be displayed on the CyberPCB platform. This includes the actions you perform on the platform, such as using our products and services or making transactions. Your personal information, privileges, and order history will be conveniently accessible through your CyberPCB account. We respect your choices regarding CyberPCB platform services and account settings.

 

4.    Adding, Following, and Sharing Functions
When you browse our website or use our app, you can add products you're interested into your shopping cart, follow merchants/brands/other members you're interested in, and share product/service information with third parties using the features we provide. To enable these functions and for other purposes explicitly stated by us, we collect service log information, including your favorites and shopping cart records, following and follower activities, and sharing history.

 

5.    Order Placement and Management Assistance
When you place an order for specific goods and/or services, our system will generate an order for you. During the ordering process, you'll need to provide at least the recipient's name, delivery address, and contact number. For certain specialized goods and services, additional information may be required, such as your ID number for customs clearance in the case of overseas transactions.

The order will include details of the purchased goods and/or services, an assigned order number, order time, price, and any remarks you provide. We collect this information to help you successfully complete the transaction, ensure the security of your purchase, provide customer service and after-sales support, and for other purposes explicitly stated by us.

If you're ordering goods and/or services on behalf of someone else through CyberPCB, you'll need to provide the personal information of the actual recipient and ensure you have their consent. We collect order information to help you easily understand, check, and manage your orders.

To ensure accurate delivery, you have the option to provide additional information such as alternative contact numbers and preferred delivery times. You can access and manage your order information through the "My Order" section.

 

6.    Payment Assistance
To complete your order payment, you'll need to link your CyberPCB account and select a payment method. Through the CyberPCB software tool development kit embedded in the application (also known as the "SDK" in our policy), we provide your CyberPCB account member name, order payment information, order security information, and other necessary details required by anti-money laundering laws. If you choose to use payment services provided by other financial institutions, we'll share your bank card payment information, including the card number and expiration date, with the corresponding institution you select.
To stay updated on your payment progress and status, and to provide you with after-sales and dispute resolution services, you agree that we may collect payment-related information from your chosen transaction partner, CyberPCB, or other financial institutions you select.

You can view the account information associated with your CyberPCB platform account or request to change the linked CyberPCB account.

 

7.    Assisting with Goods or Services Delivery
To ensure the smooth, safe, and accurate delivery of the goods or services you've purchased and to provide the services you've ordered, we collaborate with logistics information systems and technical services. Depending on the nature of the goods or services, we synchronize relevant delivery information with the corresponding logistics provider. Please note that the logistics provider will need to access and use your delivery information solely for the purpose of completing the delivery.
To stay informed about the progress and status of your delivery in a timely manner and to offer after-sales and dispute resolution services, you agree that we may collect information related to the delivery progress from the logistics service providers.

 

8. After-sales support and Dispute Resolution
When you contact us or seek assistance with in-sale, after-sale, or dispute resolution matters, we may require certain personal information to verify your membership and ensure account and system security.
To effectively communicate with you, address your concerns promptly, and record solutions and outcomes, we may save communication/call records and related content. This includes account information, order details, any additional information you provide to support your case, and the contact information you submit. If you have inquiries, complaints, or suggestions about specific orders, we will utilize your account and order information to assist you.

For the purpose of providing services and enhancing service quality, we may also utilize other information, such as the details you provide during customer service interactions and your responses to surveys or questionnaires.


9.    Commenting, Q&A, and Public Information Sharing Features
You have the option to publicly share information through features like comments, Q&A, forums, personal homepage sharing, and live broadcasts. As a member, you can publish text, images, videos, and live content. This includes commenting, asking questions, answering questions, and reselling purchased products with a single click. If you're a seller, you can also post information about goods and/or services.
Access to these functions may vary based on your membership type and network log information. For example, only members who have purchased a specific product can repurchase it through the "repurchase" feature.

Please be aware that the information you post publicly may include personal or sensitive information, such as when you choose to upload a picture containing personal details in a comment. It's important to carefully consider whether to share or publicly disclose relevant information. If the information you share publicly involves someone else's personal information, you must obtain their consent before publishing it.

 

10.    Providing Safety Protection for You
To enhance the security of the services provided by us, our affiliates, and partners, and to safeguard your personal and property safety, as well as the safety of other users and third parties, we embed an application security SDK developed by our affiliated companies. This SDK collects device information and service log information to prevent phishing websites, fraud, network vulnerabilities, computer viruses, network attacks, network intrusions, and other security risks. It also helps us accurately identify violations of laws, regulations, or CyberPCB-related protocol rules.
We may use or integrate your membership information, transaction information, device details, service logs, and information from our affiliates and partners, which you have authorized or shared in accordance with the law. This enables us to comprehensively assess the risks associated with your account and transactions, perform identity verification, detect and prevent security incidents, and take necessary legal measures for record-keeping, auditing, analysis, and resolution.

 

11.    Additional Services
To provide more convenience, improve the quality, and offer personalized products and/or services that enhance your experience, we may collect and use your personal information for additional services. Not providing such information will not affect your basic use of features like browsing, searching, and purchasing on CyberPCB. However, it may limit your access to the enhanced user experience provided by these additional services.

 

12.    Other Rules Regarding the Collection and Use of Personal Information
a. If the information you provide includes personal information of other users, it is important to ensure that you have obtained legal authorization before sharing such information with CyberPCB.

b. We will seek your prior consent if we intend to use the collected information for purposes not specified in this Privacy Policy or if we wish to use information collected for a specific purpose for other purposes.

c. When we obtain your personal information indirectly from a third party, we will clearly request the third party to provide written explanations about the source of the personal information and whether they have obtained your legal authorization to collect, process, and share your personal information with us. We will only collect your personal information from them after verifying that the third party has your authorization unless explicitly permitted by law. If the authorization granted by the third party does not cover our intended processing and use, we will seek your consent before proceeding. Furthermore, our dedicated security team will implement robust security measures to protect the indirectly obtained personal information, including sensitive data reporting, encrypted storage of sensitive information, and access control. We ensure that the level of protection for indirectly obtained personal information is no less than what we provide for our own users' personal information.

d. Please note that, in accordance with applicable laws, if we take technical and necessary measures to process personal information in a way that prevents the identification of specific individuals and makes the data irretrievable, or if we conduct de-identified research, statistical analysis, and forecasting using the collected information to enhance the content and design of CyberPCB, support business decisions, and improve our products and services (including using anonymous data for machine learning or model algorithm training), we are not required to provide further notice or seek your consent for the use of such processed data.

e. If we decide to discontinue the operation of CyberPCB products or services, we will promptly cease collecting your personal information. We will notify you of the cessation of operations through individual communication or public announcements. Additionally, we will delete or anonymize any personal information we hold that is associated with the discontinued business. In the case of children's personal information, we will promptly inform the child's guardian about the cessation of operations.

b. Sharing with Your Explicit Consent: With your explicit consent, we will share your personal information with other parties.

c. Sharing for Product or Service Fulfillment: When you make purchases through the CyberPCB platform, we may share necessary information related to the transaction with the suppliers of the goods or services you choose. This sharing is essential for the completion of your transaction, delivery, and after-sales services.

d. Sharing with Affiliated Companies: To provide you with products and services through your CyberPCB account, recommend relevant information, identify and protect against account abnormalities, and safeguard the personal and property safety of CyberPCB service provider affiliates, users, or the public, we may share your personal information with our affiliates and their designated service providers. We will only share the necessary personal information and strictly adhere to the purposes stated in this Privacy Policy. If we share your sensitive personal information or if our affiliates change the purpose of using and processing personal information, we will seek your authorization and consent again.

e. Sharing with Authorized Partners: We may engage authorized partners to provide specific services or perform functions on our behalf. In such cases, we will only share your information for legal, legitimate, necessary, specific, and explicit purposes stated in this Privacy Policy. Authorized partners will only have access to the information required to fulfill their duties, and we will ensure through agreements that they do not use this information for any other purpose.

This disclosure may include information about the violations committed and the actions taken by the CyberPCB Platform in response. For instance, if you have engaged in the sale of counterfeit goods, which is a serious violation of CyberPCB rules, we may publicly disclose information related to your identity verification and the nature of the violation.

 

16.    How We Protect Your Information
a)    Measures to Protect Data
We have implemented reasonable and practical security measures in line with industry standards to safeguard your information from unauthorized access, disclosure, use, modification, damage, or loss. For instance, we use encryption technology, such as SSL protocol, to enhance the security of personal information during data exchange between your browser and our servers. We also provide the HTTPS protocol for secure browsing on CyberPCB. Access to personal information is restricted to authorized personnel only, and our important information systems undergo regular evaluations to ensure network security.

b)    Organizational Measures for Data Protection
We have established an advanced data security management system that revolves around the data lifecycle. This system addresses various aspects, including organizational structure, system design, personnel management, and product technology, to enhance the security of personal information. We have a dedicated department responsible for personal information protection, including a specific person in charge of safeguarding children's personal information. Regular security and privacy protection training is provided to employees to raise awareness about the importance of protecting personal information. We also update and disclose relevant content, such as security risks and personal information security impact assessment reports, through announcements from CyberPCB service providers.

c)    Response to Personal Information Security Incidents
In the unfortunate event of physical, technical, or managerial breaches that lead to unauthorized access, disclosure, tampering, or destruction of information, resulting in harm to your legitimate rights and interests, we will promptly activate emergency plans and take reasonable measures to minimize the impact on your personal information and rights. In accordance with legal requirements, we will inform you about the basic details and potential impact of the security incident, the measures we have taken or will take to address it, and provide suggestions for self-prevention and risk reduction. We will notify you of the incident through email, letter, telephone, push notification, or other appropriate means. If it is impractical to inform each individual affected, we will make reasonable and effective announcements. Additionally, we will report the handling of personal information security incidents to the relevant regulatory authorities as required.

d)    Your Responsibility for Account Security
We strongly advise against using communication methods not recommended by the CyberPCB platform to transmit your information when using our services. Please use a strong and unique password to help us protect the security of your account. When conducting online transactions through CyberPCB, you may need to share personal information, such as contact details, with the other party. Additionally, you might engage in communication, information exchange, or content analysis with third parties through our services. It is important to safeguard your personal information and share it only when necessary. If you suspect that your personal information, especially your account or password, has been compromised, please contact CyberPCB immediately so that we can take appropriate action.

Please be aware that when using our services, any information you voluntarily or publicly share may involve personal information, including sensitive information about yourself or others. We encourage you to carefully consider whether to share or publicly disclose such information while using our services.

 

17.    How do we store your information?
To ensure the smooth operation of CyberPCB.com and address any technical issues, we keep a record of individual web requests. These logs include the time of the request, your IP address, referral sources, and user agent information. We retain these logs for a maximum of 60 days, but after one week, any personally identifiable information is hidden.

For the purpose of preventing fraud and identifying malicious activities, we also log IP addresses associated with specific actions such as creating customer accounts and placing orders. This information is automatically deleted within 60 days.

Unless required by legal processes, we do not share log data with any third parties except for cases involving malicious activities.

 

18.    How do we handle information about minors?
Our products and services are intended for adults, and we do not knowingly collect, use, or disclose data from children under the age of 16. If we discover that we have unintentionally collected personal data from a child under the age of 16 (or the minimum age required by applicable laws), we will take immediate steps to delete the data.
